"For Your Eyes Only" was the Bond Movie directly after Moonraker. The producer wanted to tune down the over the top aspect of Moonraker. The result is a number of action sequences that do not really hang together. One gets sense that Roger Moore does not know what to do so he just wanders through the part. This is my least favorite Bond. Scenes are either derivative of earlier movies or repetitive. Especially a gang of faceless motorcycles that keep coming back. Other Bond movies would have killed these dull villains after a few minutes.
The book is a collection of short stories and the writers took elements of two of them. The girl with the crossbow is from the "For Your Eyes Only" short story. One of the interesting elements of the story is that bond is there to kill the same men as the girl and like the girl he is doing it for revenge. He is there on a favor to M who knew girl's parents. He has no moral high ground on her only more experience killing people. The whole story is only about stalking and killing the men without a single car chase.
The second story is called Risico. This is more of a spy story. It has two men telling Bond conflicting stories and it is up to Bond on who to believe. This should have been the focus of the story instead we get Bond being bullied by everybody in particular the girl and the group of faceless motorcycles. In the end of the movie, it is the girl that initiates the romantic advance.
