"The Big Heat" can be considered a film noir. It takes place in a corrupt world where the head mobster is respectable, morality is not valued, and everyone is paid off.
However, the main character of the movie is different. One of the main characteristics of a film noir is the looming sense of doom for the main character. In noirs like "Out of the Past", "Detour", and "Double Indemnity", there is a sense of fatality. The character can try all they want but they can not escape their fateful destruction.
This movie plays more detective story. The main character is a police detective in a force that can't be bribed or stopped. This push to justice will leave both good and bad characters in his wake but he doesn't seem to care.
